Procedure for when we have LAP scraping issues

Old LAP prices need to be removed as soon as we find out that there is an issue with scraping a competitors LAP prices.

• keeping old data risks us not being accurate when we are unable to scrape for updated data

We should also send out notifications in the user portal (and changelog for Appliance.io and other platforms?) about the specific competitor LAP prices being down/unavailable/delayed/fixed
