Rebates: Support Manufacturer-Only Rebates
The current rebate system does not support rebates that are associated only with the manufacturer without Nationwide or NECO.
Need to add support for direct manufacturer-only rebates and introduce a “Direct” rebate option for brands that provide rebates directly.
